None of them has set a greater "waiting time" (as you named it) than 20. On [SliderDown] and [SliderUp] they are set to 5 (on both), while on [SliderLeft] and [SliderRight] to 10. That is certainly what Rainmeter does, and likely what TaskManager and Process Explorer do. Perhaps in Process Hacker it is a "total" instead of an "average".
